The rule is 29 CFR 1926.51, Table D-1.
20 or fewer workers

1 toilet

That is the legal minimum. One unit per 10 workers is more comfortable.
20 or more workers

1 seat + 1 urinal per 40

A standard unit counts as 1 seat and 1 urinal.
Handwashing

Required with paints and coatings

1926.51(f) requires washing facilities for those crews.
